INDIAN FOOTBALL NEWS: The All India Football Federation (AIFF) is looking to finalize the roadmap for the ISL and I-league merger in the next few months for a possible 2017-18 start and according to source the Kolkata giants MOHUN BAGAN and EAST BENGAL could well make an entry into the top league that will feature all ISL franchises alongside I-LEAGUE champions BENGALURU FC.
And according to the sources the IMG-Reliance has recently submitted a new plan to the All India Football Federation (AIFF) for the proposed merger of the I-League and the cash rich league INDIAN SUPER LEAGUE.
As per the IMG-Reliance, the new unified league under the flag of the Indian Super League would be open to all existing I-League clubs including current franchises of ISL. Entry to the top league will be based on budgetary constraints and each club must be able to allocate an annual budget of ₹ 40-50Cr which includes a franchise fee.

The ISL would then become the top division Indian football League in a 3-tier system that will also include League 1 and League 2, while there will be no relegation from the top league in the early phase, but the second and third tier will have both promotion and relegation.
So, according to the new plan, new clubs can be inducted into the top division if they can meet the budget of ₹40 crores ,after paying a certain amount of fee(operational cost).
